eFinancePlus: Fix for Payroll Records Trying to Publish with No Data

Payroll records in eFinance are now generated with data, resolving the issue of empty records causing errors when publishing in DEXCloud. A condition has been added to the selection criteria to include only records with a non-blank fiscal_year, preventing the publication of incomplete payroll records.
