ESP-99610Create CEDARS Download/Extract (WA Bilingual Programs (J))

Updated the processing to identify Transitional Kindergarten students. Previously, the processing queried the WAEED Program Record to determine if a student was a Transitional Kindergarten student. Now, it will refer to the state equivalency code for TK instead of the WAEED Program Record.
