October 2024 Major Maintenance Release

ESP-95468	Create CEDARS Download/Extract	Updated the WA CEDARS Student Schedule (E) processing to incorporate Entry and Withdrawal dates for marking periods. Course Start Dates and Course End Dates will now consistently fall between the Student Entry Date and Student Withdrawal Date. This change will result in a reduction in the number of records. Courses can extend across multiple marking periods.
