PowerSchool SIS: Update to Staff Section Resource

Updated DEX publishing logic to generate separate Staff Responsibility records for each home campus when students in a section belong to different campuses. Each record now reflects only students from that campus, and students from excluded schools are omitted. After this fix, the correct number of monthly minutes and student counts will also be published accurately under the Staff Section resource, ensuring precise campus-level reporting.
