Where Data on Monthly_Interdistrict FTE Reports Comes From


This section of the manual will explain how the Headcount and FTE values are determined for the P-223 Monthly Enrollment report. The sections of the report are numbered and the table following the sample report describes what students get counted for each section.


Section

Where does the data come from?

This is a count of students enrolled in the district. This count includes students who are considered Part-time Running Start (some but not all courses a student is taking are marked as Running Start on the WA Course Information page), but not students who are considered Full-time Running Start (all courses student is taking are marked as Running Start on WA Course Information page).

A student is included in the headcount based on the State Code Equiv for that student's Entry/Withdrawal grade level. The Kindergarten headcount includes full-day and half-day students.

Count of students educated in an Alternative Learning Environment as indicated (1) by having the WA FTE Override/Maximum student district-defined page's ALE Student box checked for a specific year and month and (2) taking at least one course set up on the WA Course Information page with the Alternative Learning Experience box checked and an ALE Program assigned.

A student is included in the headcount based on the State Code Equiv for that student's Entry/Withdrawal grade level. The Kindergarten headcount includes full-day and half-day students.

FTE Values for students counted in Section 1. FTE totals are broken into the same categories that apply in the Headcount section of the report (items 1 and 2). The FTE for Vocational students is also included here. Running Start FTE values are NOT included here. Skill Center FTE values are included

Note that since a student's total of regular and ALE FTE cannot exceed 1.0, the report uses the WA District page's Combined FTE Priority setting to determine how to handle cases where there is an excess for a student in a reporting month.

ALE FTE is calculated based on student courses unless the student has ALE Program overrides defined for a particular reporting month on the WA FTE Override/Maximum page.

To have ALE FTE calculated based on a course, the student's course needs the Alternate Learning Experience box checked and an ALE Program assigned on the WA Course Information page. The student also needs a record set up on the WA FTE Override/Maximum page with the ALE Student box checked for the appropriate year and reporting month. Do not enter FTE values for the ALE Program fields on this page unless you are overriding the course calculation for the reporting month.

Total count of all students who are considered part time and full time running start (count of all students who are taking any courses marked as Running Start on the WA Course Information course district-defined page).

The count also includes any student with Running Start override FTE values for the reporting period, as tracked on the WA FTE Override/Maximum student district-defined page.

Total count of all students who are full time running start (count of students who are taking all Running Start courses).

To be included in this count, a student needs a WA FTE Override/Maximum page record for the reporting period with (1) the College RS box checked and (2) FTE information in either or both of the College RS FTE fields.

FTE totals for Running Start students, based either (1) on the student's Master Schedule courses where the WA Course Information page has the Running Start box checked and an entry in Running Start Credits, or (2) on the student having a WA FTE Override/Maximum page entry for the reporting period with a value in College Non Voc RS FTE, College Voc RS FTE, or both fields.

For FTE calculated at the Master Schedule level, use the WA Course Information page Vocational Education box to determine Vocational or Non-Vocational Running Start FTE. If the box is checked, the course counts toward Vocational Running Start FTE.

The Open Doors (1418) Youth Reengagement Program Headcount totals the students set up with an OD 1418 Hours value for the reporting period on the WA FTE Override/Maximum page.

The FTE Override/Maximum page's OD 1418 Voc box determines whether the Open Doors FTE counts in the Non-Vocational or Vocational FTE column. If the box is checked, count the FTE in the Vocational FTE column.

The student's Open Doors FTE equals the reporting period's OD 1418 Hours ÷ 900. The maximum Open Doors FTE allowed is 1.00, so the calculation uses 1.00 if it ever gets an exceeding value.

Total count of all students enrolled in bilingual program that have an Instructional Model of anything other than P – Waiver (Parent Waiver from Program Services). The headcount is separated into students in Kindergarten through 6th grade and students in grades 7th through 12th.

To determine where a student belongs in the headcount, the report uses each student's Entry/Withdrawal grade level and the associated State Code Equiv from the Grades validation table.

Total count of students who exited the bilingual program based on the student having a test score within the last two years meeting the following criteria:

FTE value of all 7th and 8th grade students taking courses that are marked as Vocational. This FTE value IS reflected in Section 2. The section also shows the total FTE value for ALE students in 7th and 8th grade WAVOC courses.

Inclusion in the ALE field is based on (1) students taking courses with both the Alternative Learning Experience and Vocational Education Program boxes checked and an ALE Program assigned on the WA Course Information course district-defined page and (2) students with the WA FTE Override/Maximum page's ALE Student box checked for the reporting month.

If a 7th or 8th grade student has Work Based Learning vocational program hours, the report includes this FTE value as well. Refer to the WA FTE Override/Maximum page, Vocational Independent WBL and Vocational Cooperative WBL, for details.

FTE value of all 9th – 12th grade students who are taking courses that are marked as Vocational. This FTE value IS reflected in Section 2. The section also shows the total FTE value for ALE students in 9th - 12th grade WAVOC courses.

Inclusion in the ALE field is based on (1) students taking courses with both the Alternative Learning Experience and Vocational Education Program boxes checked and an ALE Program assigned on the WA Course Information course district-defined page and (2) students with the WA FTE Override/Maximum page's ALE Student box checked for the reporting month.

If a high school student has Work Based Learning vocational program hours, the report includes this FTE value as well. Refer to the WA FTE Override/Maximum page, Vocational Independent WBL and Vocational Cooperative WBL, for details.

FTE Value of all students enrolled in WASKL program for courses that are marked as Skill Center courses. This FTE value is NOT reflected in Section 2. To be counted here, the student must first be enrolled in the WASKL program. Then, the report counts courses identified as Skill Center Program courses on the WA Course Information course district-defined page.

ALE FTE requires the WA Course Information course district-defined page Alternative Learning Experience box checked and an ALE Program assigned, and a record for the student in the appropriate reporting month on the WA FTE Override/Maximum page with the ALE Student box checked.

If a student has Work Based Learning skill center program hours, the report includes this FTE value as well. Refer to the WA FTE Override/Maximum page, Skill Center Independent WBL and Skill Center Cooperative WBL, for details.
