February 2026 Major Maintenance Release

ESP-108545	ISBE IAR Pre-ID Accommodations	Updated the ISBE IAR Pre-ID Accommodations upload template to align with the Spring 2026 requirements. The template has been reduced from 50+ fields to 16 required fields. The file layout download extract has been updated accordingly. Related UI updates have been implemented to support the new template structure.
