SPPI-14 Processing
This section describes processing downloads and extracts for the State Performance Plan Indicator 14 (SPPI-14) submission. The SPPI-14 collection gathers data for students with disabilities enrolled in grades 9-12 who have exited a local education agency (LEA) and have a leaver record with specific leaver codes, as reported in the PEIMS Fall submission.
Students Included in an SPP1-14 Download
For the State Performance Plan Indicator 14 submission, the TSDS Download includes students based on the following conditions;
- The student needs a PEIMS download record for the 203 School Leaver Data - Student record type in the year prior to the selected School Year on the TSDS Download page. For example, if you run the download for School Year 2020, you get students based on 2019's 203 records.
- For the 203 record, the Leaver Code needs to be 01 (Graduate), 24 (College, Pursue Degree), 88 (Court-Ordered to GED Program), 90 (Military Grad), or 98 (Other/Unknown).
- The student needs to have an active Special Ed Indicator at any point in the school year prior to the TSDS download run. The Special Ed Indicator program need not be active at the end of the school year.
- The student should have a Guardian Contact (menu path: select Registration from the main menu, select Entry & Reports submenu, select Student Demographic, and then select Contacts) with Priority = 1.
Download Processing
- Select Regulatory from the main menu, select Extracts submenu, select Downloads, and then select TSDS Download.
In the Download Options panel, specify the required fields from the following.
Field Description Download Type Select All.
Building List Select the buildings. School Year Select the school year. Submission Select SP - State Performance Plan Indicator 14 - SP.
Clear All Existing Download Data Check to clear the existing downloaded data in the application. Pre-Scan Check to verify your district's data before creating download records. These pre-scan rules check for missing or incorrect data needed for a download to process correctly. Run Download Check to run the download process and insert records into the selected download tables. Post-Scan Check to verify the data inserted into a single download table and ensure it adheres to the state rules. Cross-Validation Check to cross-validate data across multiple download tables. Run Date Select the run date for the download. The download will include all data as of the selected date. Task/Report Name Enter a name for the download. Select All Check to select all applicable Download Prompts for the SPPI-14 submission. - Specify the additional processing options in the Download Prompts panel. Refer to the Download/Extract Prompts for more information.
- Click Run.
- To view task status and retrieve reports, click Tasks/Reports on the Navigation bar.
Extract Processing
- Select Regulatory from the main menu, select Extracts submenu, select Extracts, and then select TSDS Extract.
In the Extract Options panel, specify the following required fields.
Field Description Extract Type Select All. You can select Student to filter only the Student information.
Building List Select the buildings. School Year Select the school year. Submission Select SP - State Performance Plan Indicator 14 - SP.
Task/Report Name Enter a name for the extract. Select All Check to select all applicable Extract Prompts for the SPPI-14 submission. - Specify the additional processing options in the Extract Prompts panel. Refer to the Download/Extract Prompts for more information.
- Click Run.
- To locate the file, click Tasks/Reports on the Navigation bar. The Tasks and Reports page's Recent Reports panel will list the file. Save it to your local machine.
Download/Extract Prompts
This section describes the complex types used for SPPI-14 submission and special conditions.
Extension | Notes |

Local Education Agency (EDORG) | Reports your main LEA's information; this is your district record that is not validation-only. For programs offered by the district, the download uses the following Texas State Reporting validation table: Student Program Type. |
School (EDORG) | Reports the buildings you choose from the Building List. A building needs its State Equivalency Code defined (in the Building Definition) to be reported. |
Student (STUPARENT) | The Run Date prompt on the TSDS Download/Extract will not be used when pulling records. Only students with an entry for the current school year on the Residential Facility Tracker page (menu path: select Registration from the main menu, select Entry & Reports submenu, select Student District Defined, and then select Residential Facility Tracker) will be included. |
Parent (STUPARENT) | Reports each contact (parent, guardian, or caretaker) linked and flagged as responsible for the student. |
Student Parent Association (STUPARENT) | Reports the student demographic information and identifiers. The parent information captures the relationship between the student and the parent and flags for which parent is the primary contact. This report is only used for the TSDS Dashboard. |
Student Special Ed Program Association (STUPROGRAM) | The Run Date on the TSDS Download/Extract will not be used. Only students with an entry for the current school year on the Residential Facility Tracker page (menu path: select Registration from the main menu, select Entry & Reports submenu, select Student District Defined, and then select Residential Facility Tracker) will be included. In addition, the following conditions must be met:

Additional Download Processing
The download/extract per student will include the contact (parent, guardian, or caretaker) with priority 1, regardless of how many contacts have been set up.
The download/extract will include students with a leaver reason of 01, 24, 88, 90, or 98 and also had a Special Ed indicator for the prior school year.
The download/extract will include the Home Language data element from the Registration page. The field will be populated using the state code equivalent from the Languages validation table.
