Create MI SDS Submission Files

The XML file for submission types 5, 6, 7, and 25 can now be generated in the correct order.

This fix is also applicable to ESP_19.4.34.0.

The Ed-Fi Extract for Student Enrollment has been updated so that students are listed in the assigned building rather than any building.
