Description

Instructional Model

This field holds the program or date tracked information about the Instructional Model that the student is participating in. Click the hyperlink to update the type of Instructional Model or the start and end dates. Students with an Instructional Model of P – Waiver (Parent Waiver from Program Services) will NOT be included on the FTE report in the Bilingual Program Headcount bucket.

Make sure the Instructional Model program is defined to Process Active Students during Registration Rollover with the setting Always close current vector and create a new vector (menu path: select Administration from the main menu, select Registration Setup submenu, select Programs Setup, and then select WABIL. You must click Instructional Model and then select Year End Values).


The CEDARS Bilingual Programs (J) file requires a current year Start Date for each student you report. This means each student you report needs a current-year program record for Instructional Model since the J record uses this program's Start Date.

  • If the student's Program Designation is 3 – Native American Student, make sure to assign an Instructional Model of NA – Not Applicable. The CEDARS Download then defaults Instructional Model as blank for the student.
  • If the student earns Test Level Score of 4 or 5 on the placement test, then do not assign an Instructional Model. The CEDARS Download defaults Start Date, End Date, and Exit Reason for the student.
  • If a student with Program Designation of 1 – STBIP earns a Test Level Score other than 4 or 5 on the placement test, then Instructional Model is required.

Serving District

If the student is being served for his/her bilingual instructional needs in a different district, click the hyperlink to assign it.

Location ID

If the student is being served for his/her bilingual instructional needs in a building different from his/her Entry/Withdrawal building, click the hyperlink to assign it. If the student is receiving services outside of your district, you must also enter a Location ID in the other district.

Program Designation

Program where the student receives services or is placed based on test results.
If the Program Designation is 3:

  • Assign an Instructional Model of NA – Not Applicable.
  • The student needs to be identified as Race Code (American Indian/Alaskan Native) in Element M05.
  • Primary Language Code (Element B17) must be 639 – English.
  • The student needs to take the WLPT placement test to enter the program.

WA Placement Date

Enter the date that the student was first placed into the State Bilingual Instruction Program in any district in Washington. This date could be prior to the student's first Entry/Withdrawal date in your district.

US Placement Date

Enter the date that the student was first placed into the State Bilingual Instruction Program in any district in any state. This date could be prior to the student's first Entry/Withdrawal date in your district.

Months US Attendance

Enter the number of months the student attended school in the US (PK-12 grades) prior to enrolling in your district.

Months Non US Education

Enter the number of months that the student attended school outside the US in his or her native language prior to enrolling in your district.

Test Scale Score

Enter the scale score for the student's initial placement test for the State Transitional Bilingual Instruction Program. Do not update this if the student takes a supplemental test.

Test Level Score

Select the level score associated with the scale score for the student's initial placement test for the State Transitional Bilingual Instruction Program. Do not update this if the student takes a supplemental test.

  • If the student earns a 4 or 5 on the placement test, then do not assign an Instructional Model for that student.
  • If the student has Program Designation of 1 – STBIP and earns a Test Level Score other than 4 or 5 on the placement test, then Instructional Model is required.
Placement Test CodeSelect the code that represents the most recent placement test the student took in Washington.
Grade Level at PlacementSelect the grade level the student was enrolled in at the time of the most recent placement test. Students enrolled in Kindergarten who took the placement test prior to enrollment should use Kindergarten (K1 or K2) as their grade level at placement.

Placement Test Date

Enter the date for the student's initial placement test for the State Transitional Bilingual Instruction Program. Do not update this if the student takes a supplemental test.

Implemented date tracking fields for WA Placement Date, US Placement Date, Months US Attendance, Months Non US Education, Test Scale Score, Test Level Score, Placement Test Code, Grade Level at Placement, and Placement Test Date. The program-tracked fields are tracked by date spans to create new records. Therefore, multiple records can be sent for students.


Reporting a Student as Exited a Transitional Bilingual Instructional Program (TBIP)

The FTE Monthly Enrollment, Inter District, and ALE Reporting into SAFS options show counts of students who have exited a Transitional Bilingual Instructional Program in the previous school year. This count is no longer based on settings from the WA Bilingual page. These students are now tracked through Test History records as follows:

For the CEDARS Bilingual Programs (J) file, eSchoolPlus downloads Start Date, Exit Date, and Exit Reason data based on a student's Instructional Model program record on the WA Bilingual student page. However, CEDARS business rules dictate that a student cannot have an Instructional Model reported in either of the following circumstances:

  • If the student has a Program Designation of 3 – Native American Student. Instructional Models do not describe services received by these students.
  • If the student earns a Test Level Score of L4 or L5 on the placement test. In this case, the student would never have an Instructional Model assigned.


Students in the above cases still need Start Date, Exit Date, and Exit Reason information reported when appropriate. Below are explanations of how to accomplish this, either through defaults assigned with the CEDARS download or by assigning an Instructional Model of NA for Not Applicable.
