Special Education Enrollment Report
Use the FTE Reports page Special Education Enrollment option to print the P-223 H Special Education Enrollment report for a given reporting period. The option uses your selected Count Date to calculate the number of students in your district receiving Special Education services, including students served by your district through an Interdistrict Agreement. The report organizes the enrollment totals into three age categories, sorted by the students' resident school district.
This section provides the data prerequisites the report requires and mapping information for the report output.
Report Prerequisites
The Special Education Enrollment report uses the following information to determine which students to count, which district to use as the residence district, and which age category to use:
General Prerequisites
- State Equivalency Codes in the Registration Grade List – (Administration > Registration Setup > Setup > Grades). The Report Mapping section lists the codes that apply.
- Student's Birth Date – (Registration > Entry & Reports > Student Demographic > Registration). The student's age determines the age category enrollment count to update.
Special Education Prerequisites
The following settings qualify the student for the Special Education Enrollment count:
- IEP (Individualized Education Program) value of Yes as of the Count Date – (Registration > Entry & Reports > Student Demographic > Personal: IEP program). As of the report Count Date, the IEP program needs its Value box checked. In Program Setup (reg_program_column), this is the program with State Code Equiv of WAIEP_EPN.
- Active Disability Code – (Registration > Entry & Reports > Student Demographic > Emergency > Disability panel). The student needs a Disability Code with no associated End Date. This indicates an existing disability. The code can be any from 1 to 14.
- Last Evaluation within three years of the Count Date – (Registration > Entry & Reports > Student District Defined > WA Special Education: Last Evaluation). The student's Last Evaluation date needs to fall within three years of the report Count Date. For example, if the Count Date is 12/02/2014, the Last Evaluation date needs to be on or after 12/02/2011.
Interdistrict Agreement Student Prerequisites
The Special Education Enrollment report shows student counts based on the students' Resident Districts. If the student resides in your district, the Resident District is the default record defined in the District Configuration. In cases where an out-of-district student attends your district for Special Education services, the report uses the following program-tracked fields to correctly report enrollment:
- Resident County District Code – (Registration > Entry & Reports > Student Demographic > Programs > WASD – Student District Fields). This is the student's home district. The report categorizes students based on their home district. In Program Setup (reg_program_column), this is the program with field_number = 2 for program_id = WASD.
- Interdistrict Agreement – (Registration > Entry & Reports > Student District Defined > WA Student Information). This program indicates the student has an Interdistrict Agreement in place. If the Value box is checked for this program as of the Count Date, the student also needs the Value box checked for the Majority Special Ed Provider program, unless this is not a Special Education student. This is required for the report to count the student. In Program Setup (reg_program_column), this is the program with State Code Equiv of WASD_IDA.
- Majority Special Ed Provider – (Registration > Entry & Reports > Student District Defined > WA Student Information). This program indicates your district provides Special Education services for the Interdistrict Agreement student. The student needs the Value box checked as of the Count Date to be included in the Special Education Enrollment report. This only applies for Interdistrict Agreement students. In Program Setup (reg_program_column), this is the program with State Code Equiv of WASD_MSED.
