Student Behavior and Administrative Response Collection Submissions

You can create Student Behavior and Administrative Response (SBAR) Collection submission files for each Discipline Action within an incident. This section of the user guide will review the prerequisites for each submission, provide instructions on how to run the Download and Submission File options, and give you file layout/mapping information.

Sample student behaviors can be:

  • Interfering with learning in the classroom (talking, excessive noise, off-task, out of the seat, possessing items that distract)
  • Failure to be in one’s assigned place on school grounds
  • Refusal to comply with requests from staff in a way that interferes with school operations
  • Speaking to another in an uncivil, discourteous manner
  • Engaging in reckless behavior that creates a risk of injury to self or others
  • Assault: Intending to cause physical injury to another person

Behavior categories are classified based on what harm was caused, such as:

  • Behaviors that impede Academic Progress (BAP)
  • Behaviors related to School Operations (BSO)
  • Relationship Behaviors (RB)
  • Behaviors that present a Safety Concern (BSC)
  • Behaviors that endanger Self or Others (BESO)

Each Behavior category has a set of Behavior codes defined that start with the three characters assigned. For example, BAP1, BSO1, RB1, BSC1, BESO1, and so on.

Response to a behavior can be:

  • Disciplinary Sanctions like suspensions, expulsions, and other exclusionary discipline policies and practices can be detrimental to safety, respite, and punishment as a means of changing behavior.
  • Instructional Supports that address the student's academic progress and provides the level of instruction needed to keep the student on track to graduate.
  • Behavioral Interventions that address the student’s SEL skill development and teach skills to replace the ones learned in trauma.

It is highly recommended that school divisions submit data on events, behaviors, and responses that occur within your Local Education Agency (LEA), private providers to the students for whom your LEA is responsible, or public regional programs to the students for whom your LEA is responsible. The SBAR is collected twice a year:

  • Preliminary SBAR (February 1st through mid-March)
    • This collection may retire after the school year 2023-2024
    • This is not required for regional programs at this time, but submission is encouraged
  • End of Year (EOY) SBAR (July 3rd through August)

SBAR Collection Prerequisites

The data elements of the five SBAR record types must be filled/populated with the events, behaviors, and responses data to complete one SBAR Collection file to download or extract.

  1. SBAR Header (A): is the Header section that includes data elements like the sender's email ID, date, time, division number, and file submission type.
  2. SBAR Event (B): records the characteristics of the event including the time, place, and whether weapons were confiscated. One B record per event regardless of how many students, behaviors, or supports are identified.
  3. SBAR Student Behavior (C): records information on each student and each behavior. Every B record will have one or more C records. One or more students can have a C record for an event. A student can have multiple C records, one for each behavior.
  4. SBAR Admin Response (D): records all administrative responses to the event. An event can contain more than one D record per student and per behavior. At least one D record is required per C record.
  5. SBAR Victim (E): records all victim data. Not every event will have an E record. An E record is required when any behavior in the event requires a victim count. See the list of Behavior Codes that require a victim count.

The data elements of each SBAR record type are explained in SBAR Record Types.

SBAR incidents are entered through the normal Discipline pages. There are additional specific fields (Behavior Offense Code, Behavior Code, Behavior Intervention Code, Instructional Support Code, Alternate Placement Education Agency, and Alternate Placement School) at the Offender Action level under the user-defined page, VA SBAR Fields.

Protocol for Reporting Persistently Dangerous Events

Persistently Dangerous Behaviors must be reported within 10 days of the event to the Virginia Department of Education (VDOE). LEAs should collect as much information as possible and submit the Persistently Dangerous Events web form record with fields Local Event ID, Event Location, Event Division Name, Event School Name, Persistently Dangerous School Code, Event Date, Event Time, and Reported By). These are mandatory fields in the web form and cannot be edited after submission. This event must also be reported in subsequent SBAR Collection file submissions.

The web form is submitted through the VDOE site and not completed or submitted through the eSchoolPlus application.


SBAR Collection Processing

The steps that you will follow to create your Fall Student Record Collection file are:

  1. Run the SBAR Collection Download with the Run Error Scan field checked.
  2. Review the log file and update data as necessary.
  3. Repeat Steps 1 and 2 until no errors exist in the log file.
  4. Run the SBAR Collection Download with the Run Download field checked.
  5. Run the SBAR Collection Extract to create the files to send to the State.

Menu path: Select Regulatory from the main menu, select Virginia submenu, select Download, and then select SBAR Collection.

Start date is auto filled from the reporting period validation table based on the reporting period selection. Enabled and editable only for the reporting period 3-End of Year Submission.

Clear Records

Select one of 3 choices. You may clear any existing values for this run, you may clear all values, or you can add new records and keep all prior records.

Clear Overridden Records

Checked if you want to clear any records that were manually overridden.

Run Download

Checked to populate the download table.

Run Error Scan

Checked to run an error scan—this will give you an error log.

Task/Report Name

Create a name for the current run.

Menu path: Select Regulatory from the main menu, select Virginia submenu, select Extract, and then select SBAR Collection.

Additional Information

All the SBAR downloads will include students outside of the enrolled dates as follows:

  • The Enrolled School in C Record will be the building on the Entry/Withdrawal page, if the student is enrolled in regular school year as on the date of the incident.

  • The Enrolled School in C Record will be the Responsible Building in the VA Responsible Building Program, if the student is enrolled outside of the regular school year as on the date of the incident, and the date of the incident falls within the date tracked against the Responsible Building in the VA Responsible Building program.

  • The Enrolled School in C Record will be reported blank if the student is enrolled outside of the regular school year as on the date of the incident, and the date of the incident falls outside of the date range tracked against the Responsible Building in the VA Responsible Building program or if there is no Responsible Building entered for the student in the VA Responsible Building program. A warning message will also be displayed in the C Download Error log.

All SBAR download types are added to Task Logs. You can filter and view or delete the logs for SBAR alone.
