OR Seal of Biliteracy

Menu Path: Select Registration from the main menu, select Entry & Reports submenu, select Student District Defined, and then select OR Seal of Biliteracy.

Use this page to enter a student's language proficiency in the OR Seal of Biliteracy program. You can also identify any language in which the student demonstrates progress toward high proficiency, qualifying for the Commendation toward Biliteracy seal. The State Seal of Biliteracy is established to recognize high school graduates who have attained a high level of proficiency in reading, writing, listening, and speaking in one or more World Languages in addition to English. The purposes of the State Seal of Biliteracy are as follows: 

  • To encourage students to study languages
  • To certify attainment of Biliteracy 
  • To provide employers with a method of identifying people with language and Biliteracy skills 
  • To provide post-secondary institutions with a method to recognize and give academic credit to applicants seeking admission 
  • To prepare students to be college and career ready 
  • To recognize and promote world language instruction in public schools 
  • To strengthen intergroup relationships, affirm the value of diversity, and honor the multiple cultures and languages of a community

The Print Transcripts option uses these entries to determine if the OR Seal of Biliteracy or the Commendation toward Biliteracy seal or both should show on the student's printed transcript. Make sure you follow the additional prerequisites described in the Oregon Transcript section.

  • To receive the Seal of Biliteracy on the printed transcript, the student needs a Seal selected for at least two languages, one of which must be English.
  • To receive the Commendation toward Biliteracy on the printed transcript, the student needs two languages listed. One of the languages must be English, and English requires the Seal selected. At least one language must have Commendation selected.

Also, use this page to indicate how the student demonstrates language proficiency for languages other than English. This is used for the Seal of Biliteracy Awards submission file.

Select when the test scores were received (Fall or Spring).

Graduation Year

Select the High School graduation year for the student.
EL Status

Select the student's English Learner status code (Current, Former, or Never).

Essential Skill - Reading

Select if the Reading Essential Skill requirement is completed in English without modifications (Y/N).

Essential Skills - WritingSelect if the Writing Essential Skill requirement is completed in English without modifications (Y/N).
Partner LanguageSelect the Partner Language other than English that is being assessed.
Assessment TypeSelect the type of Assessment used to demonstrate Partner Language proficiency.
Additional Assessment TypeSelect the additional type of Domain Assessment if required.
Assessment Composite ScoreEnter the Assessment Composite Score if available. Input can be up to three characters. 
Local Assessment RubricSelect if the Local Assessment Rubric indicated is used (Y/N).
Reading ScoreEnter the numeric Reading Score from the Partner Language assessment.
Writing ScoreEnter the numeric Writing Score from the Partner Language assessment.
Listening ScoreEnter the numeric Listening Score from the Partner Language assessment.
Speaking ScoreEnter the numeric Speaking Score from the Partner Language assessment.
Dual Language ProgramSelect if the student has studied for one year or longer in a Dual Language program.
Transitional Bilingual ProgramSelect if the student has studied for one year or longer in a Transitional Bilingual program.
