Verify the Discipline District Setup has the Track Occurrences box not selected, and the Multiple Offenses box selected (menu path: Select Administration from the main menu, select System Setup submenu, select District, and then select Discipline).

When Track Occurrences is OFF:

Scheduled Start Date is stored in the DISC_OFF_ACTION table.

When Track Occurrences is ON:

Data is stored in the DISC_OCCURRENCE table.

The system does not currently look at the Scheduled Date from this table.
