ESP-89449	WA Aggregate FTE Report	Added the fields TBIP TK, Total TK HC, and Total TK FTE to the WA P223 Basic Enrollment file.
ESP-89448	WA FTE Aggregate Reports	Added the fields 221 - SPED Tier-1 K-21, 222 - SPED Other Tier K-21 to the WA P223H file and removed the 171, 173 fields.
