ESP-90356	WA FTE Aggregate Report	Added the following business rule to identify a student as a Kindergarten student for the WA P223 Text file: If a student with Grade K1, K2, and Transitional Kindergarten program checkbox is not selected, the student is considered a Kindergarten student.
ESP-90239	WA Special Education Programs	Updated the Annual Interpreter Requested field as program-tracked and its value will be retrieved in the WA Special Education Programs (K) download.
ESP-90009	Create CEDARS Download/Extract	Changed the following error messages to the warnings for non-Kindergarten or Transitional Kindergarten students in the Bilingual Programs (J) download/extract: The second digit in the Test Scale Score for the student should be between 1 and 6. The fourth digit in the Test Scale Score for the student should be between 1 and 6.
