CEDARS Program Reporting Data

For CEDARS, the State has three files that a district must submit for Programs: Student Programs, English Learners and Student Special Education Programs. Information on the data sent in each file is listed below.

On most of the Program pages, you will see two fields: Serving District and Location ID. You only need to update these fields for exceptions where students are not receiving services in your district (Serving District) or in their Entry/Withdrawal Building (Location ID).

In situations where the student is receiving services in a different school district, the district should be set up in your system as a Validation-Only district (Administration > General Setup > District > District).

Programs in Washington: To correctly report data to CEDARS for programs, you should not close out program vectors at the end of the year and reopen them in the next school year.


A field that is sent in the CEDARS programs files is Exit Reason, so on the Program page, the Start and End Reason fields are available. In Washington, districts must enter data in the End Reason field. The Start Reason field can be used for all non-Special Ed and Bilingual programs except Meal Status to indicate how the student qualified for the program (Qualification Reason field in Student Program – I file). The State does not have a pre-defined set of codes, so we will submit the description of the code that you select.

For the Meal Status program, the Qualification Code is the value that you select from the dropdown in the Value field.

End Reasons

Only certain End Reasons can be used with some program types. In eSchoolPLUS, the End Reasons are stored in the Program Withdrawal Reasons Validation Table. To ensure that you select the correct End Reason for the type of program that you are working with, we have prefaced the Codes with SPE (Special Education), BIL (Bilingual) and OTH (all other programs). You can follow this procedure to make sure that you select the correct code:

  1. Click on dropdown arrow in the End Reason field
  2. In the Search box, enter the three-character abbreviation for the program type that you are working with (SPE, BIL, OTH)
  3. Select the correct Program End Reason.

There are also programs that have been set-up to properly report Student FTE information. These programs will be discussed in the Student FTE Information Management section of this manual.

Important: The CEDARS download looks to see if the student has any reportable Disability Codes. Based on finding at least one of these codes, the download gives the student a Student Programs (I) record with an I06 value of 36 – Student Identified with a Disability. The Qualification Code field (I10) shows the student's specific disability information.

You do not need to assign a Disability Code of 36 to the student to get the Student Programs record.

To assign a student to the correct Bilingual Instructional Model, go to Registration > Entry & Reports > Student District Defined > WA Bilingual: Instructional Model field or Registration > Entry & Reports > Student Demographic > Programs: WABIL – WA Bilingual.

Important: Make sure the Instructional Model program is defined to Process Active Students during Registration Rollover with the setting Always close current vector and create a new vector (Administration > Registration Setup > Setup > Programs Setup > WABIL > Instructional Model > Year End Values).

The CEDARS English Learners (J) file requires a current year Start Date for each student you report. This means each student you report needs a current-year program record for Instructional Model since the J record uses this program's Start Date.

K – Student Special Education Programs

The State wants data for the following Least Restrictive Environment (LRE) Codes in terms of Special Education programs:

0 – Not applicable

1 – Student Spending 80-100% in regular class (age 6-21)

2 – Student Spending 40-79% in regular class (age 6-21)

3 – Student Spending 0-39% in regular class (age 6-21)
