Administration > Registration Setup > Building > Building Definition > Preferences panel: State Equivalency Code field (reg_building.state_code_equiv where reg_staff_bldgs.building = reg_building.building)

Download first finds the appropriate Staff Building record, then converts the Building number to the State Equivalency Code from the Registration Building configuration.
