CTE Student and CTE Student Industry Credential

• Added the CIP School Override field to the PIMS CTE Student District Defined page.

• Updated the CTE Student and CTE Student Industry Credential templates to retrieve the enrolled school if the CIP School Override is blank and the State Equivalency Code is populated. Suppose no State Equivalency Code exists for the selected building, an error message is logged, and no records are downloaded for the student.
  Error message: The selected building YYYY in CIP School Override does not have a State Equivalency Code. No records are downloaded for the student.

Implemented processing to determine Title I status by first checking the State Building of Residence for data to populate Y or N, and if no data exists, then check the Entry/Withdrawal Building for the same criteria else from Title I Status (TIT1A) Program level title.
