January 2021 Major Maintenance Release

These changes have been released in the following software versions unless otherwise noted in the release note:

ESP-45438	Grad Collection	The download and extract for the CORE Summary (GC) records are available for submission period S. The extract file reports filler (blanks) in place of the Credits for Courses in Progress, Credit Amount for Projected Courses, and Total Number of Credits Deficient for Graduation fields.
ESP-45957	Ohio Graduation Requirements	To accommodate new EMIS Program codes added by the state, the Ohio Graduation Requirements Calculation and section on the Graduation Requirements page have been modified to show a "Plans to Achieve" message for Diploma Seals and allow overrides of the Alternative requirements for Class of 2021 and beyond.
