General Rules and Guidelines for Programs
Listed below are some guidelines for entering and maintaining programs.
Entering First Day of School
Any student who enters a program on the first day of the school and calendar for the enrollment building, will be given a date of 7/1 as a Start Date in the Programs Fact file, as specified by State Guidelines. If the date is after the first day, the entered date will be reported.

Student Exit Date
Any Date-Tracking vectors that have a Start Date, End Date AND Withdrawal Reason will be treated as an actual end to the program and will receive an End Date in the Programs Fact file. Programs with both a Start Date and End Date but NO Withdrawal Reason will be treated as records for internal purposes and no End Date will be reported in the Programs Fact file.

No End Date with No Withdrawal Reason
School Level Services have a Service Provider element attached. If the Service Provider element is entered with the same entry date as the service, then the Service Provider entered will be used in the State Location field within the Programs Fact file. If no Service Provider is entered, then the student's Enrollment Building will be used.

Programs Required by PowerSchool
There are some Program records that are required by PowerSchool to accurately report data elements to the State. These are listed here.
- Homeless students must have a value in a program with a State Code Equiv of HOMELESS to be reported to the State properly. Also, for homeless students, you must indicate what their Primary Nighttime Residence is using a program value with a State Code Equiv of NIGHT.
- Migrant students must have a program record with a State Code Equiv of MIGRANT.
- Immigrant students must have a program record with a State Code Equiv of IMMIGRANT.
- Students who are Neglected/Delinquent or at risk must have a program record with a State Code Equiv of ATRISK.
- If you need to report a student in a building other than his/her Entry/Withdrawal building in the Location Code field of the State templates, enter a Program value for the program with a State Code Equiv of NYALTACC (Alternate Accountability Building).
- For Special Education students who are ungraded, you may have a Program with a State Code Equiv of UNGRA.
- For the CRIS program, in the Crisis Impact Code, the Year End - Active Students field is locked as Close most recent vector to ensure that rollover is processed correctly without unexpected issues.
