OCR Building Setup

The OCR Building Setup page (menu path: select Regulatory from the main menu, select Civil Rights Data Collection submenu, select Setup, and then select OCR Building Setup) allows to enter building information for OCR reports. The Federal Building Code is required to include any buildings in the OCR Reports.

You can associate the same Federal Building Code with multiple buildings in a case where several locations must be consolidated into totals for a single parent building. In this situation, there will be a parent-child relationship established between buildings on the OCR Building Setup page. Use Apply this setup to buildings to define these relationships. For more information, refer to Parent-Child OCR School Form Reporting.

Apply this setup to buildings

Optional field. You may select additional buildings to copy the setups.

DIND-1: Directional Indicator – Instruction Type

Select one of the following options:

  • A - We offered only in-person instruction with additional safety precautions because of the coronavirus pandemic.

  • B - We offered only virtual instruction because of the coronavirus pandemic.

  • C - We offered a hybrid of in-person and virtual instruction (e.g., some students received in-person instruction while others received virtual instruction) because of the coronavirus pandemic.

  • D - There was no effect on the instruction we offered because of the coronavirus pandemic.

DIND-2: Directional Indicator – Virtual Instruction

Select one of the following options:

  • A - Students were physically in the school setting, while teachers, who provided these students virtual instruction, were in a remote location.

  • B - Students were not physically in the school setting (e.g., students were at home or another remote location).

  • C - A and B.

Defining the Rules for Passing Courses

Use the Course is Considered Passed if fields to define the criteria to use to report that a student passed a course.

You can select to use:

  • Credit. A course is considered passed if the earned credit is equal to the attempted credit.

  • Passing Marks. A course is considered passed if the student received a mark that is defined as a passing mark in the Level table.

If you select to use a passing mark, you must specify the mark type to validate. You can specify multiple mark types. The mark types will be processed in order. A student's marks for the course are validated in the order being entered, and in the last marking period that a non-blank mark was entered.

For example, suppose the mark types selected are FIN (first) and SEM (second), and SEM marks are issued in each of two semesters for the year. In this case, a FIN mark will be searched for first. If one exists and this mark is flagged as a passing mark in the Level Table, then student has passed the course. If a FIN mark does not exist, the program looks for SEM marks. If one exists for the second semester, this mark will be validated against the Level Table to determine passing. If a mark does not exist for the second semester, the program will use the mark from the first semester.

If no marks for the selected mark types are found, the student is considered to have not passed the course.

Defining the Rules for Retention Count

Use the Grade and Calendar Codes fields in determining a student's Retention Status.

The retention counts for OCR reporting are determined by comparing entry/withdrawal records from the reporting year and the next school year. If the student is in the same grade in both years, he is considered "retained".

Grade Codes

  • Select Use Federal Grade Codes to calculate retention counts by comparing the federal grade code between the two school years.

  • Select Use Local Grade Codes to identify a student as retained only if that student had the same local grade code between the two years.

Calendar Codes

Due to state or district procedures for entering entry/withdrawal records, districts may want to only consider records with certain calendar types when calculating the retention counts. To handle this, a table-validated field allows the district to specify calendars to ignore when calculating.

For example, a student has one entry/withdrawal record in the current school year, with grade 5 and calendar R.

The student's first entry/withdrawal record in the submission school year (prior year) is also for grade 5, with calendar N.

The student has a subsequent record in the submission school year (prior year) for grade 6, with calendar R.

If the building is configured to ignore calendar code N for the retention count, this student will not be counted as retained. Without the value entered in the Calendar Codes to Ignore when Determining Retained Status field, that is, N- Non Midland Public Schools or R- Regular, the student would be counted as retained.

Miscellaneous

If you are printing the OCR School Form report, you are only required to enter the Federal Building Code. Additional information you enter will print on the form.

If you are creating the Flat File, you must enter values for the Federal Building Code and the following fields. This page includes information to report for the School form that does not pull from standard data in eSchoolPlus. Refer to the Office of Civil Rights documentation for the Civil Rights Data Collection for more information about these fields.

This section requires values for the offenses occurred, justice facility, and internet access and devices details to be added in the OCR Report.

  • Students who participated for less than 15 calendar days

  • Students who participated for 15-30 calendar days

  • Students who participated for 31-90 calendar days

  • Students who participated for 91-180 calendar days

  • Students who participated for more than 180 calendar days

Calculated Non-Student Data

The OCR Building Setup includes a section to review data calculated by the Run OCR Reports option that is not related to students. The Courses and Behavior, Discipline Actions, and Restraint fields in this section display the last calculated values. If the fields are blank, then the counts have not been calculated.

Review the counts after you run the OCR reports calculation. If you enter a value for a count, the Override field is selected and the Run OCR Reports option will not recalculate the count.
