March 2023 Major Maintenance Release

These changes have been released in the following software version:

ESP-83789	Create CALPADS Extract/State Files	Added a check to verify that a student record is available in the CALPADS (certified table) for the Student English Language Acquisition (SELA) records.
ESP-83159	Create CALPADS Extract/State Files	Defaulted Course Standards Grade Level to ELM and Middle School Core Course to blank for Elementary Curriculum Courses in the Course Sections records.
ESP-82777	Course Sections and Create CALPADS Extract/State Files	Added a business rule to verify that the Departmentalized Course Standards Grade Level range code is blank when the state course code is 1000. Otherwise, it is defaulted to blank, and a warning message in logged in the log file.
ESP-82382	Programs (CA120_PROF)	Added a business rule to verify if the English Language Acquisition Status (ELAS) Code is Reclassified Fluent English Proficient (RFEP) and the ELA Start date is less than 2/1 of the current academic year. If these conditions are satisfied and the most recent ELAS Code (ODS/Certified table) is English Learner (EL), the system will populate the following warning message. Error Message: Student ID: XXX: ELA Status Start Date: XX: must be greater than 2/1 of the current academic year when the English Language Acquisition Status (ELAS) Code is RFEP.
