Programs (WA Bilingual) and Create CEDARS Download/Extract

Updated the WA Bilingual Programs (J) Test Scale Score field validation as:

The Second and Fourth digit values will be from 0 to 6 for KINDERGARTEN students only.
For all other grades, all 4-digit values will be from 1 to 6 individually.
