ESP-67672	Create CEDARS Download/Extract	Removed sequence group from the local Course ID in the Course Catalog (D) download file.
ESP-67430	Create CEDARS Download/Extract	Updated the code to not append sequence group to the Course ID during validation in the Course Catalog (D) extract file.
ESP-67145	Create CEDARS Download/Extract	Added business logic for the WA Gift program. When a student selects Gifted Value and Referral Code, Gifted Value will populate into the Program Code and Referral Code will populate into the Qualification Code, on the same row in the Student Program (I) download file.
