Created the WATB_INTERIM_ALT_EDU validation table and added codes and values.

Added three elements (R24-Safety and Security Staff Involvement Status, R25-Safety and Security Staff Involvement Type, and R26-Safety and Security Staff Involvement Outcome) to the Student Discipline (R) download table.

Added the WA Safety and Security Staff Involvement offender type page with the three elements (R24, R25, and R26).

Added the three elements (R24, R25, and R26) field order for SMS_USER_FIELDS with necessary SQL changes related to the R files.

Added business validation for the three elements (R24, R25, and R26).

The following changes are applicable for WA CEDARS submission effective from school year 2022 and later:

• For Ethnicity and Race Collection Methods:Added Code 4 – Resurvey request not completed by parent/guardian or the student, mapped from legacy code.Deactivated Code 3 – Student has not yet been resurveyed.

• For Element L06 – Ethnicity Collection Method, removed the following business rules:If Ethnicity Collection Method contains a valid value of 3 – Student has not yet been resurveyed, a valid 2-digit numeric code from Appendix Y must be reported.If Ethnicity Collection Method contains a valid value of either 1 – Ethnicity report by parent/guardian or the student, or 2 – Ethnicity not reported by parent/guardian or the student, a valid 3-digit alphanumeric code from Appendix Y must be reported.

• For Element M05 – Race Collection Method, removed the following business rules:If Race Collection Method contains a valid value of 3 – Student has not yet been resurveyed, a valid 3-digit numeric code from the original code list from Appendix Z must be reported.If Race Collection Method contains a valid value of either 1 – Race reported by parent/guardian or the student, or 2 – Race not reported by the parent/guardian or the student, a valid 3-digit alphanumeric code from Appendix Z must be reported.
