ESP-46881	Create CEDARS Download/Extract	Validation rules have been added to the Create CEDARS Download/Extract as follows: Special Education Programs (K): If the value in Element K06 – Least Restrictive Environment (LRE) Code is 11 or 12 and Non-Public Agency is blank, then the business validation message is updated to indicate a valid value required for Element K15 – Non-Public Agency. Student Supports (V):Element V04 – State Student ID (SSID) values must be exactly 10 digits in length and only contain numeric values. SSID numbers must not begin with a zero.Element V05 – Location ID must be a varchar with a maximum length of 4.
