VA SRC Download

Updated the VA SRC Download processing to:

Retrieve Entry codes from the Entry/Withdrawal page, even if the start date matches with the Entry/Withdrawal dates.
Add the R201 and W201 Entry and Exit codes only when there is a building change when compared to previous recent records instead of comparing with the building on the Entry/Withdrawal page.
