Updated the download processing to exclude students from the F Record who have an open Program Vector in addition to a value of 600 (State Code Equivalent) for the VA Serving District Program (SRVDS) at the time of running the download.

Updated the download processing to exclude all records reported for private schools.

If a personnel record has a Serving District override of 600 (State Code Equivalent) in the VA Staff page, this record is excluded from the IPAL (B), Teacher (D), Provider (E), and Pupil Personnel (G) record types.

If the Primary Staff added on the Master Schedule page of a Course has a Serving District override of 600 (State Code Equivalent) in the VA Staff page, that course is excluded from the Course (C), Course Connections (I), Co-Op Counts (J), and Interdisciplinary Connections (K) record types.

Corrected the bug that was causing the download to report incorrect counts for the number of restraints.
