Incident Detail (Offender Detail Page) and Validation Tables

Updated the 2023-2024 VA DOE requirement for SBAR:

• Added the Firearms Code and CAHO flag under VA Offender Information (Offender Level).

• Added the Alt Placement by Sch Admin, Alt Placement by Div Admin, and Alt Placement by Sch Board under VA SBAR Fields (Action Level).

• Added the Firearms Code validation table with valid values.
