VA SRC Download

Updated SRC Processing with the new school year updates:

Retired the data element - Kindergarten Half Day Flag from the SRC Download and Extract and replaced it with a filler.
Added validation to display a warning if the Gender Code is not Male, Female, or Others.

Corrected the issue of Work Based Learning code showing only 1 digit in the download by increasing the size to 2.
