Removed the Extract Directory prompt to remediate a potential risk when extracting attachments in mass to undesired locations.

Updated the Next Year Environment Building level security. Building level security for a user in Next Year mode will be granted access to students whose next year's building matches their security resource. The security checks will verify the building against the Next Year resource equivalent when one exists, for example, SCHD-MAINTNY-STUSCHD against SCHD-MAINT-STUSCHD.
