Special Education Student Entry

Make sure Special Education students are enrolled in the program with State Code Equiv = SPEC. The student needs a value = Y for that program. There should be no records where the program value is either E or N. The PIMS Download will automatically calculate the E or N values for students who were either never enrolled in SPEC or who have exited the SPEC program, based on SPEC Withdrawal Reason = 05 (Exited to Regular Education). Here's how the download will calculate the Special Education value (Student/Snapshot templates field 38):

  1. Y = the student has a current SPEC program, OR the student's last SPEC program was closed with Withdrawal Reason <> 05
  2. E = the student's last SPEC program was closed with Withdrawal Reason = 05 and has an End Date < 2 years prior to range end date
  3. N = the student's last SPEC program was closed with Withdrawal Reason = 05 and has an End Date > 2 years prior to range end date, OR the student has no SPEC program records

Students who are reported as Special Ed (field 38) Y or E must have a valid Disability Code as of the student's SPEC program End Date or the PIMS Download ending Date Range, whichever is first. The student's Disability Code is found on the Registration > Entry & Reports > Student Demographic > Emergency > Disability panel, must have Disability Order = 1, and must have a State Code Equiv in the Disabilities validation table. The student's Disability Code is reported in the Challenge Type field (Student/Snapshot templates field 34).

Additional Information

The Special Education Indicator will only report ā€˜Eā€™ for the year in which the student exits their Individualized Education Program (IEP). These changes are needed for PA users to assist with remaining in compliance with the data collection.
