For Sanction Codes, the severity should be set like this (the most severe action should have the highest Severity Level and the least severe should have the lowest Severity Level):

In Pennsylvania, there are no State Reporting requirements regarding whether or not you track Action Occurrences. You may also have multiple offenses per incident.
