April 2021 Major Maintenance Release

These changes have been released in the following software versions unless otherwise noted in the release note:

ESP-54779	PIMS Download	The Student Course Enrollment (SCE) download has been updated to always report the student's earliest add date for a class that was dropped and re-added. This resolves the issue of the re-add date being used when the download is run for all buildings.
ESP-54490	PIMS Download	District entry date processing has been updated to use the registration - entry validation table State Code Equiv values E01, E05, and E06. The process no longer uses the registration district entry date or refers the PA entry codes prior to 2015 validation table. School entry date processing has been updated to use the registration - entry validation table State Code Equiv values E01, E05, E06, and R12. The process no longer refers the PA entry codes prior to 2015 validation table.
ESP-53735	PA State Courses	The State Courses have been appended with four state course codes and eight existing state course codes have been made inactive.
