ESP-84461	OR Student Download	Updated the database and download processing for the Freshman Student Download to work in the same way as other student downloads. To incorporate the database changes, all the existing data in the OR Freshman Download table (OR_FRESHMAN_DOWN) will be moved to another table (ARCHIVE_OR_FRESHMAN_DOWN) at the time of deployment.
