November 2021 Major Maintenance Release

These changes have been released in the following software version:

ESP-67793	NY Student Downloads	Updated the Student Lite file to populate the Gender field with the State Code Equivalent value from the validation table instead of the Gender Identity code from the registration page.
ESP-66185	NY Student Downloads	Updated the State Code Equivalent value to blank for the ELL Program instead of the ELL Service Level from the ELL program. The ELL Service Level will be considered from the program LEP if the ELL Program eligibility is set, and accordingly display the program intensity.
ESP-67777	Digital Access Details	Added Survey Date field to the student district-defined Digital Access Details page. Updated the downloads and extracts to retrieve the Survey Date value from the student district-defined Digital Access Details page.
ESP-67410	Run Upload and Digital Access Details	Enhanced the import definition of the Student Digital Access Report to update the student district-defined Digital Access Details page instead of the download table.
