Added the following MBK Program Service Codes for HEDUC Program:

4005 - MBK Challenge
4006 - MBK Family and Community Engagement (FCEP)
4007 - MBK Exemplary School Models and Practices (ESMP)
4008 - MBK Native American (NAP)
4009 - MBK Fellows (FP)

Added the Alpha Score (E) and Standard Achieved Code (86 - Exempts) for August 2021 and January 2022 in the Regents Exams validation table.

NY Career Tech Program

Moved the CTE Program CIP Code 512605E – Physical Therapy Aide under the existing program CTE NY Career Tech Education (CTE) Program by changing the Program ID of PTA Program from ‘PTA' to 'CTE’.

ESP-70140

Immigrant Program Start Date

The requirements were to remove the default Start Date values (7/1/ school year) if the student was identified as an Immigrant in the prior year as per the previous ticket ESP-36642. Updated as per the latest requirement to add a default Start Date (7/1/current school year) for the student, if the student is identified as an immigrant in the prior year.
