NJ Smart Submission Files - NJSmart SID File Format

When entry codes on the Entry/Withdrawal page did not appear in the Entry Codes to Calculate field, it resulted in a task mismatch error. The processing has been updated to handle this error.

Additionally, the fatal error for the military-connected field on the Program page has been converted to a warning message.
