Updated the 2022-2023 DOE requirements in the Course Assignment file:

Added the Virtual Instruction Code field on the MOSIS Course Information district-defined page.
Added the Virtual Instruction Code field to the Course Assignment Download/Extract and Search/Summary pages.
Created the Virtual Instruction Code table.
Added two business rules.
