IL Attendance Submission File and Exclude Students from State Reports

Added the STUATTEND-IL Attendance value for the Reports field on the Exclude Students from State Reports district-defined page.
When a student is selected using the Exclude Student option from the IL Attendance submission file, the student will not be downloaded/extracted and populates the following error message:
Student ID: XXXX is excluded by selecting the STUATTEND - IL Attendance option on the Exclude Students from State Reports page.
