Removed the IL Seal of Biliteracy - English Proficiency (1081) page and its fields.

Implemented the IL Birth to Three Caregiver [STUBTCG] report option on the IL Download ISBE Submission Files, IL Extract ISBE Submission Files, and IL Purge ISBE Submission Files pages.

For the IL Student Demographics [STUDEMO] download, updated the processing to replace the special characters to normal characters.

In the Restraint and Timeout district-defined page under Offenders of the Incident Detail page:

• Renamed the existing field Imminent Danger - Students to Imminent Danger to Others
• Added the following fields in the Restraint and Timeout district-defined page:
