Updated the ISBE Download and Extract for the STUATTEND file for View Type IWAS:

• All expected students are included in the STUATTEND file.
• If a student is enrolled in building A but taking courses in building B, and the RCDTS serving building has a value of B, then only building B data should be included in the IL Attendance based on day totals data.
• If both buildings are covered by the RCDTS, the data from both buildings should be included in the IL Attendance.

Consolidated grade records with the same State Code Equivalency value into a single grade for the IL Eye Examination Report.

Updated the layout of the IAR PNP Pre-ID File to match the layout of the PNP/Student Registration report in PAN.
