ESP-80692	IL Download ISBE Submission Files	Added the Entry code along with the error message in the error log.
ESP-76197	IL Download ISBE Submission Files and IL Extract ISBE Submission Files	Implemented the Student Attendance V4 report as follows: Added the attendance types to the IL Attendance Types validation table. Added the Detention Center and Absent Excused Mental Health fields to the IL Out of District Attendance page. Added the Attendance Type and Attendance Days fields to the IL Attendance Download table. Updated the extract file header.
