February 2022 Minor Maintenance Release

Updated the IL Early Childhood Programs [STUECPROG] file to use the most recent entry/withdrawal date as the program or provider start date when the program or provider start dates are not in the current school year.

Implemented the IL Birth to 3 Programs with the following:

• Created the IL Birth to 3 Programs [STU_BTPROG] submission type on the IL Download ISBE Submission Files, IL Extract ISBE Submission Files, and IL Purge ISBE Submission Files pages.

• Created the ISBE Birth to Three Program district-defined page.

• Created the BTP01 - ISBE Birth to Three Early Head Start and BTP02 - ISBE Birth to Three Prevention Initiative program pages.

• Created the validation table for Birth to Three Program Service Location, Birth to Three Program Model, Birth to Three Reason for Ending Program, Birth to Three Program Provider Type, and Birth to Three program Provider Exit.
