Removed the Buildings table from the District Checklist validation tables list.

P-EBT Student Address Report

Updated the P-EBT Student Address Report for the following conditions:

If Eligible for free/reduced price meals is blank, field value will be N indicating No/not eligible.
If Homeless is blank, field value will be 00 indicating Not homeless.
If Address Line 2 has an apartment number, add APT value.
If a Zip code has the +4 digits, insert a hyphen between the 5 digits and 4 digits (that is, 06226-1845).
